It's probably the case in most wine producing countries that a national organism will help the local producers thru promotion, R&D and other actions...
It's certainly also probably the case that the R&D or technical support activities of these organisms will require producing some experimental "cuvées". But Israel is probably a unique case by this these "cuvées" can be found after on the shelves of the wine shops as any of the products of any commercial winery !
My experience is limited to this Cabernet-Merlot blend. It costed money and wasn't particularly attractive. Definitely on the harsh side...
